Video encoded with Microsoft RLE Video fails to be imported and decoded
Steps to reproduce:
1. Download and open the attached project
2. Select "FlickAnimation" in the project browser
Expected result: the file is imported as a proper video file and can be used for a video component
Actual result: the fail fails to be decoded and is unuseable
Reproduced on 2017.4.16f1 2018.2.18f1, 2018.3.0b12, 2019.1.0a11

Resolution Note:
Unity uses Microsoft Media Foundation for media decoding, and this does not support RLE video tracks. Such files need to be converted into one of the formats documented to be supported by Unity.
