[VFX Graph] Blackboard cannot resize below the tooltip size
Repro steps:
- Open VFX Graph
- Add Paramters through blackboard
- Resize blackboard panel
The blackboard retains the min size needed to display the tooltip field. (See Images)

Not fixed in 7.1.8 with Unity 2019.3.1f1
You cannot resize the blackboard - but funny enough you can resize the 'inset' UI canvas that holds the objects
