[VFX] Flags Properties allowing mixed entries are empty
Steps to reproduce:
1. Open an HDRP project
2. Create a VFXGraph default template
3. Select Position Shape block
4. Open Inspector
5. Try to change "Apply Orientation" property
6. Observe missing entry
