Vertical scrollbar in a Scroll View doesn't stay in the right position when resizing the whole Scroll View
To reproduce:
1. Open the project, attached by the user (asda.zip)
2. Open the "scene" scene
3. Select the Scroll View in the Hierarchy
4. Grab it by the right edge in Scene View and resize it
5. Observe the Vertical Scrollbar's position
Expected: Vertical Scrollbar stays connected to the right edge when the Scroll View is resized
Reproduced in 2017.3.0a1, 2017.3.0b4
Did not reproduce in 2017.2.0f3
