Vehicle root still rotates on a locked axis
How to reproduce:
1. Open attached project
2. Open scene Scenes/test plane and primitives.unity
3. Select the FWD Vehicle gameobject and Freeze its Rotation on any axis in the Rigidbody
4. Play the scene
5. Drive the vehicle around the scene using WSAD
- Note that even though the axis is locked, the vehicle still rotates on that axis as it moves around various obstacles
- Reproduced in Version 5.4.0b22 (518a15457bf6), Version 5.3.5p3 (4c1fbb057dc3), Version 5.2.4f1 (98095704e6fe)

Resolution Note:
The vehicles are integrated separately from the other bodies (to decrease input latency), thus the constraints logic isn't applied there. While it could be done, and there's no rocket science involved, there was only upvote for this in over two years and it will indeed increase our divergence from the vanilla physx that won't probably feature this ever.
