[VCS][PlasticSCM] Incoming Tab is not showing details of latest changelist of repository in Version Control Window
Pre Condition: Projects should be configured with Plastic SCM
Steps To Repro:
1. Create a new project
2. Enable PlasticSCM in editor settings
3. Create a cube in Hierarchy
4. Create a new Script and attached to cube
5. Save the scene
6. Commit through Version Control window from "Outgoing" tab
7. Fetch changelist in other project
Actual Result: Apply All Incoming Changes button is disabled in other project
Expected Result: Apply All Incoming Changes button is enabled after getting changes and shows details.
Workaround: Close the Version Control window and open it again

Windows 7-only issue; a bug likely within Plastic SCM plugin itself and not on Unity side.
