[VCS] Apply All Incoming Changes button is positioned slightly too low on its button bar
How to reproduce:
1. Create a new project in your preferred workspace and open it
2. Connect it to Perforce
3. Open the Version Control Window and switch to the Incoming tab
4. Observe the "Apply All Incoming Changes" button
Expected result: The fully visible/slightly higher than it already is
Actual result: Couple of pixels at the bottom half of the button are cutoff
Reproduced in: 2020.1.0a6, 2019.3.0b5
Not reproducible in: 2019.2.7f2, 2018.4.10f1, 2017.4.32f1
