UxmlAttributeConverter is not called when entering the Play Mode
Reproduction steps:
1. Open the attached “UITKTest.zip” project
2. Open the “Assets/Scenes/BootstrapScene.unity” Scene
3. Enter the Play Mode
4. Oberseve the Console window
Expected result: Both messages display the same value for the property
Actual result: Both messages display different values for the property
Reproducible with: 2023.3.0a14, 2023.3.0b1
Not reproducible with: 2023.2.5f1, 2023.3.0a13
Could not test with: 2021.3.34f1, 2022.3.17f1 (errors)
Reproducible on: Windows 11
Not reproducible on: No other environment tested
