[UX] The Graph Inspector window jitters when it is clipped and the SG window is resized horizontally.
Repro steps:
1. Create any ShaderGraph asset and open it.
2. Make sure the Graph Inspector window is visible
3. Resize the Shader Graph window vertically so the Graph Inspector is clipped.
4. Resize the Shader Graph window horizontally and observe the Graph Inspector flicker.
Expected outcome:
- The Graph Inspector window does not flicker.
Notes:
- The Blackboard window does not exhibit the same behavior

PR that fixes this is found here: https://github.com/Unity-Technologies/Graphics/pull/3082, fix is merged into 10.3 which will go live in the next 2020.2 release.
