[UWP] "Serial Communication" is not available as Capability for UWP application
How to reproduce:
1. Create a new project or open an existing one
2. In Build settings, Switch Platform to "Universal Windows Platform"
3. In Player Settings, observe the Capabilities list under Publishing Settings
-- "SerialCommunication" is not in the Capabilities list
Expected: "SerialCommunication" is an available Capability and can be selected to be added to a UWP app.
Reproducible with - 2017.3.0a1, 2017.4.26f1, 2018.3.14f1, 2019.1.0f2, 2019.2.0a13
