[XR][WindowsMR] Development console is in incorrect position in Window Mixed Reality app
Steps to reproduce:
1. Download 1170685_repro.zip and open "SampleScen" scene
2. Switch platform to UWP
3. Enable XR in player settings
4. Build project
5. Open VS solution and build project (x64 Debug Local machine)
Expected results: Developer console is located in the bottom left corner
Actual results: Developer console is located on the left in the middle of the screen
Reproduced with: 2019.3.0a10, 2019.2.0b10, 2019.1.12f1, 2018.4.5f1, 2017.4.30f1

I met the same issue when I run UWP at Hololens, but I fixed this problem by "Debug.developerConsoleVisible = false;"
I suggest you create a new script and add this code, then you can have a try.
