[UWP] Build is not launched when focused to other program while doing build and run
How to reproduce:
1. Create a new project
2. Switch to UWP
3. From Menu Toolbar select File -> Build and run
4. Focus on some other program or browser during the building process
Expected result: Build is deployed and launched
Actual result: Build is deployed, but not launched
Reproducible with: 2020.1.0a1, 2020.3.7f1, 2021.1.5f1, 2021.2.0a15
Not reproducible: 2019.4.25f1
