[URP][XR][Quest] Water looks bleached in MultiPass and the view is rendered with a stipple pattern on Multiview
Repro steps:
1. Clone https://github.com/prefrontalcortex/BoatAttack branch "boat-attack-vr-2"
2. Build and Run on Quest
Actual: On Multiview Water looks bleached from different angles when moving the headset. On MultiPass the view is rendered with a stipple pattern
Reproducible with: 2020.2.0a19 URP 9.00 - preview.35
