[URP] View in Editor and Game has a blue tint
Reproduction steps:
1. Open the Unity project (steps for access in Edits)
2. Open "PlayLevel" Scene
3. Enter Play Mode
4. Press "Let's Go"
Expected result: The colors look normal
Actual result: Everything will be blue-tinted (like a blue filter)
4. Open CombinedStartSequence Scene (one with barns and silos since there are 2 Scenes with the same name)
5. Enter Play Mode, press "Tutorial" and "Let's Go" buttons
The colors in play mode will now be as should be
Reproducible with: 10.4.0 (2020.3.5f1), 11.0.0 (2021.1.4f1), 12.0.0 (2021.2.0a14)
Could not test with: 2018.4.34f1, 2019.4.24f1 because of errors from downgrade
Notes:
1. CombinedStartSequence loads Play Level Scene in code but the issue seems to occur while the level is loading and after it loads, everything goes to normal
2. The issue likely reproduces in 2019.4.24f1, because I was able to reproduce it with 2019.4.21f1 with another project (but that project was not upgradable)
