[URP] UniversalRenderPipeline.UpdateVolumeFramework is called when no volumes exist in a scene
Repro steps:
1. Open the attached project "urp_regression"
2. Build and Run on any platform
3. Connect the Profiler
4. Notice the call to UniversalRenderPipeline.UpdateVolumeFramework()
Actual: UniversalRenderPipeline.UpdateVolumeFramework is called even when there aren't any volumes in the scene
Expected: UniversalRenderPipeline.UpdateVolumeFramework isn't called even when there aren't any volumes in the scene
Reproducible with: 2019.4.21f1 (URP 7.5.1), 2020.2.6f1 (URP 10.3.1)
Notes:
- Couldn't attach the profiler on 2021.1.0b8 and 2021.2.0a4
