[URP] Shadowmask disappears from ShaderGraph Materials in a Standalone or Android build
Reproduction steps:
1. Open the attached project "Test Shader 2021.2.7.zip"
2. Create a URP Lit ShaderGraph and add the new ShaderGraphMaterial to the "Plane" GameObject
3. Go to Lighting > Shadowmask > Generate Lighting
4. Enter Play Mode and observe that there are no issues
5. Create a Windows or Android Build
Expected result: Shadowmask does not disappear from the ShaderGraph Material
Actual result: Shadowmask disappears from the ShaderGraph Material
Reproducible with: 12.1.3(2021.2.8f1), 12.1.4(2021.2.11f1)
Not reproducible with: 7.7.1(2019.4.35f1), 10.8.1(2020.3.28f1), 12.1.2 (2021.2.7f), 13.0.0(2022.1.0a11), 13.1.5(2022.1.0b9), 14.0.0(2022.2.0a5)
Notes:
-Could not test from 2022.1.0a1 to 2022.1.0a10 since only URP 12.0.0 was available in these versions
-Issue is not reproduced in the Editor

Fixed in URP 13.0.0 available in 2022.1.0a11 and above
