URP shader with fallback becomes pink when using RenderPipeline and "" tags
How to reproduce:
1. Open the attached project "aaaaMagenta.zip"
2. Open the "SampleScene" Scene
3. Open the Assets/FauxBlurURP.shader
4. Delete the space between two Ditto marks in line 91 and save it
Expected result: The shader is rendered - appears to be transparent
Actual result: The shader is not rendered - appears to be pink/magenta
Reproducible with: 10.9.0 (2020.3.35f1), 12.1.6 (2021.3.3f1), 13.1.8 (2022.1.2f1), 14.0.3 (2022.2.0a15)
Could not test with: 7.7.1 (2019.4.39f1) - Errors in the Console window
