[URP]Material emits bright light in Scene View when the HDR setting is turned on
How to reproduce:
1. Open attached project
2. Open Scenes/WaterThing2
3. Open Scene View
4. Double click on Water gameobject in the Hierarchy window
5. Observe the Scene View window
Expected result: the Water object looks the same in Scene View and in Game View
Actual result: the Water object emits bright light in Scene View
Reproducible with: 7.5.1(2019.4.13f1), 8.2.0(2020.1.9f1), 10.0.0-preview.26(2020.2.0b7)
