[URP] Scene View background colour is shown black when Shading Mode is set to Wireframe
How to reproduce:
1. Create a new URP project
2. In Scene View change Shading Mode to Wireframe
Expected result: Background color is the default grey
Actual result: Background color is black
Reproducible with: Universal Render Pipeline 8.2.0 (2020.2.0b5)
Could not test with: 2018.4.28f1, 2019.4.13f1, 2020.1.9f1, 2021.1.0a1 (setup specific bug)
Notes: Does not reproduce with HDRP

Resolution Note:
Closing as by design. What happens is that the custom pass ExplosionRippleApply in this does a ping pong blit.
Camera -> TempTexture
Texture -> Camera
Then TempTexture is cleared to black. So in wireframe when we do the blit we sample from the TempTexture and it behaves as if this pass cleared everything that has been drawn before.
