[URP] Render textures not rendering on Android with OpenGLES3 when render texture camera has Opaque texture rendering turned off
Reproduction steps:
1. Open the attached user's Unity project
2. Go to File > Build Settings > Player Settings > Other Settings
3. Make sure, that in the Other Settings OpenGLES3 is selected in the Graphics APIs section
4. Go back to the Build Settings window
5. Build and install the application to a device
6. Observe the right side in the Scene of the application
Expected result: The render texture on the right side appears in the Scene
Actual result: The render texture is not present in the Scene
Reproducible with: 14.0.0 (2022.2.0a3)
Not reproducible with: 10.8.1 (2020.3.27f1), 12.1.4 (2021.2.9f1), 13.1.5 (2022.1.0b6)
Could not test with: 7.7.1 (2019.4.35f1 (Project breaks due to downgrading)), 13.1.2 (2022.2.0a1 (Project breaks, pink textures in the entire Scene))

Notes:
- The issue is not reproducible when Vulkan Graphics API is selected on most devices, except the same issue was reproduced on Samsung Galaxy S7 (SM-G930F)
- The application is glitchy on Samsung Galaxy Note9 USA (SM-N960U) when built with Vulkan Graphics API is selected
- If the application is built with OpenGLES2 Graphics API selected, the Scene is not loaded (opens a dark Scene)
