[URP] Particles with Premultiply Shader Graph Material become transparent when Alpha is set to 0
How to reproduce:
1. Open the attached "PremultipleMode.zip" project
2. Open the "SampleScene" Scene
3. Select the "Particle System with premultiply" GameObject
4. Set the "Start Color" Alpha to 0 in the Inspector
5. Observe the Particles in the Scene view
Expected result: Particles do not become transparent (RGB is not 0)
Actual result: Particles become transparent
Reproducible with: 10.6.0 (2020.3.17f1), 11.0.0 (2021.1.19f1), 12.0.0 (2021.2.0b9, 2022.1.0a6)
Can't test with: 7.7.1 (Shader is broken after downgrading)
