URP Particle shader does not support PROCEDURAL_INSTANCING and Mesh GPU Instancing does not work in Particle System using URP
How to reproduce:
1. Open the attached 'project-1189556' project and load 'SampleScene' scene
2. Enter Play mode (and observe the FPS in the Statistics)
3. In the Hierarchy window select 'Particle System (urp)'
4. In the Inspector window enable Mesh GPU Instancing (located under the 'Renderer' option in the Particle System component)
5. Observe the Statistics
Expected result: FPS increases when using Mesh GPU Instancing
Actual result: FPS does not increase when using Mesh GPU Instancing (Mesh GPU Instancing does not work)
Reproducible with: 2018.4.13f1 (4.10.0), 2019.2.14f1 (6.9.0, 6.9.2), 2019.3.0b13, 2020.1.0a14 (7.1.2, 7.1.5)
Could not test with: 2017.4.35f1 (URP/LWRP not available)
