[URP] Overlay camera in camera stack does not render depth view from custom shader
How to reproduce:
1. Open the user's attached project("CamOverlay.zip")
2. Load "CamIssue" scene
3. Compare Scene View with Game View
Expected results: The Planes in the scene are transparent both in the Game view and Scene view
Actual results: The Planes are only transparent in the Scene View and the Overlay camera does not render the depth correctly
Reproducible with: 2020.1.17f1, 2020.2.0f1, 2021.1.0a10 (URP 8.2.0 - 11.0.0)
Could not test with: 2018.4.30f1 (No URP), 2019.4.16f1 (Errors when downgrading)
Note: Reproduces with all Graphics APIs
