[URP] Lens flare do not account for render scale setting
steps
1. open repro project
2. open sample scene
3. In game view and scene view, observe lens flare (incorrect appearance)
4. In project tab, select Assets/UniversalRP-HighQuality
5. In inspector, change "Render scale" to 1.0
6. observe lens flare correct appearance
Expected: same or similar appearance when render scale changes
Actual: completely different appearance
Repro: 2022.1.0a14, 2021.2.0b17

Hello, what exactly does "Fix In Review for 12.1.4" mean?
Since 12.1.4 is available from 2021.2.11.Is there any estimate when the fix will make it to unity 2021.2.X?
