URP has a GC.Alloc every frame
Reproduction steps:
1. Open attached project "srpbug.zip" and scene "BugScene"
2. Enter Play Mode
3. In Profiler window, observe GC.Alloc in each frame
Expected result: No GC.Alloc
Actual result: 88B of GC.Alloc in each frame
Reproducible with: 10.5.0 (2020.3.14f1)
Not reproducible with: 10.2.2 (2021.1.0a1), 11.0.0 (2021.1.14f1), 12.0.0 (2021.2.0b2, 2022.1.0a1)
Could not test with: 2019.4.29f1 (compilation errors break project)
