Gizmos fail to render in Scene Debug views
When using SRP and the scene views, gizmos do not render
Repo Steps:
1. Load up a project with URP(template will do or something with baked lighting)
2. Se the scene debug view to 'Baked Lightmap'
Expected results: Gizmos are still visible like builtin
Actual results: Gizmos are not visible anymore while in this mode
