[URP] Environment Reflections Intensity Multiplier property is ignored when Hybrid Render V2 is used
How to reproduce:
1. Open the attached project named "EnvironmentReflectionsModifier_HRv2.zip"
2. Open the SampleScene
3. Observe the Game view - both spheres are dark due to the Environment Reflections Intensity Multiplier set to 0.5
4. Enter Play mode
5. Observe the Game view once more
Expected results: Both spheres appear dark as previously
Actual results: Sphere rendered using Hybrid Renderer loses its darkness, and cannot be affected by the Environment Reflections Intensity Multiplier
Reproducible with: 2020.3.0f1(Hybrid 0.8.0-preview.18+URP 10.3.2), 2020.3.9f1(Hybrid 0.10.0-preview.21+URP 10.5.0), 2021.1.8f1,2021.2.0a18(Hybrid 0.11.0-preview.43+URP 11.0.0), 2021.2.0a18(Hybrid 0.11.0-preview.43+URP 12.0.0)
Could not test with: 2018.4.35f1, 2019.4.27f1(Hybrid renderer V2 was not available)

Resolution Note (fix version Graphics 10.6.0 + Hybrid renderer 0.11.0-preview.43):
Fix needs Graphics 10.6.0 + DOTS 0.17.0 re-spin (With Hybrid Renderer 0.11.0). Both are forthcoming package drops that will be available in Unity 2020.3
