[URP] Detail map tiling is tied to base texture tiling
Steps to reproduce:
1. Download and open ArchVizPRO Vol.2 project (pull changeset bd2356233183)
2. Open AVP_Interior_Vol.2 scene
3. Notice that detail textures are not tiling correctly
Notes:
- Does not reproduce in BiRP
- Seems like in URP detail maps do not tile independently from the base texture. This is not ideal, as detail map input should be tiled independently from the base texture input
- Observed in 2021.2.0a10 using URP 12.0.0 on macOS
