[URP] "Attempting to get Camera relative temporary RenderTexture" is thrown when no Renderer Features exist
How to reproduce:
1. Open the "case_1360910" project
2. Open the "Assets -> Repro -> 3DSkybox" Scene
3. Enter the Play Mode
4. Observe the Console log
Expected result: No errors are thrown in the Console log
Actual result: Bunch of errors are printed in the Console log
Reproducible with: 12.0.0 (2021.2.0b2, 2021.2.0b14, 2022.1.0a1, 2022.1.0a10)
Not reproducible with: 7.7.1 (2019.4.30f1), 10.6.0 (2020.3.18f1), 11.0.0 (2021.1.25f1), 12.0.0 (2021.2.0b1, 2021.2.0b15), 12.1.0 (2021.2.0b16), 13.0.0 (2022.1.0a11, 2022.1.0a12)
Thrown errors:
Attempting to get Camera relative temporary RenderTexture (width || height <= 0) via a CommandBuffer in a Sriptable Render Pipeline.
Trying to get a relatively sized RenderBuffer without an active camera.
