[URP][2D] 2D Lights are ignored by Camera Culling mask
How to reproduce:
1. Open the project from the attached file "1239136.zip"(link in edit)
2. Open "SampleScene" and select the Main Camera GameObject
3. In the Inspector set Culling mask to Nothing
4. Inspect the Game View
Expected result: 2D Light is not rendered
Actual result: 2D Light is rendered
Reproducible with: 6.7.1(2019.3.0a11), 7.3.1(2019.3.12f1, 2020.2.0a9), 8.0.1(2020.2.0a9, 2020.1.0b8), 9.0.0-preview.14(2020.1.0b8)
Could not test with: 2018.4.22f1(version 6.7.1 or higher not available)
Note: reproducible with all 2D Lights
