[URP][2D] 2D Light on a rotated sprite is skewed when using Normal Map and Sorting Layer is not default
How to reproduce:
1. Open the user's attached project("2D Lights Repro.zip")
2. Select "circle sprite" in "Container - Rotated & New Layer" in the Hierarchy
3. Rotate the sprite
Expected results: The 2D point light shines on the sprite in 2D
Actual results: The 2D point light shines on the sprite in 3D
Reproducible with: 2020.1.10f1, 2020.2.0b8, 2021.1.0a1 (URP 8.2.0 - 10.0.0-preview.26)
Could not test with: 2018.4.28f1(URP did not exist yet), 2019.4.13f1 (Couldn't downgrade)
