Upgrading a project that has IAP tools in it to 2019.2 results in an infinite loop
If you have a project made with an older Unity version (like 19.2 or 19.3) that has the Unity IAP package imported in it, and you upgrade ti to 2019.3, Unity Editor will just remain in the Splash screen and stay in an infinite loop. It seems to get still in importing the FacebookStore.dll process
Only reproducible if you have Asset Database V2 set in the Editor Preferences.
To repro:
- download this project ---> https://oc.unity3d.com/index.php/s/maYbx7LOOGfyevr
- Open it with 2019.3.0a2
- notice that Unity Editor window will never open.
Cannot reproduce with Unity 2019.2.0b1 or 2019.1.1f1

I have also had this problem and can reproduce it with the same situation as the original bug report.
Renaming the dll is a temporary work around.
