Upgrade with SafeMode clear HDRP FrameSettings
When I upgrade my HDRP project from Unity 2020.3.8f1 to 2021.2.0b2, my FrameSettings in the HDRP Global Settings are completely wiped out when I need to resolve a problem using the SafeMode. When I do the same migration but ignore the SafeMode (and solve in the full Editor), the FrameSettings are kept as they should be.

I also attached both Editor Log (with and without SafeMode) in case this helps.
