[Universal RP] - Materials don't animate when "Animated Materials" is toggled on
When using Universal (or Lightweight) RP, if you have "Animated Materials" turned on in scene view, the materials will not animate.
Looks like this broke with LWRP version 6.9.0, and has been carried over to Universal RP. Versions before 6.9.0 do not suffer from the issue.
1. Open Unity
2. Open the attached project
3. Open SampleScene.scene
4. Switch to Scene View
5. Open the effects menu and ensure that "Animated Materials" is toggled ON
6. Inspect the cube in Scene View
Expected Result:
While "Animated Materials" is toggled on, the texture on the cube should scroll.
Actual Result:
The texture on the cube does not scroll.
Tested on Windows.
Occurs using 6.9.0 or higher.
Does not occur with 6.7.1 or lower.
