Universal Render Pipeline: Overlay cameras have incorrect _ProjectionParams when Post Processing is disabled
Reproduction steps:
1. Open the attached project “CameraProject”
2. Open the “Assets/BrokenScene.unity” scene
3. In the Hierarchy Window select the “Overlay Camera” GameObject to view its Camera Component in the Inspector
4. In the Camera Component disable Post Processing in the Rendering Menu
5. Observe the color change of one of the “Sphere” GameObjects(the sphere on the left side) in the Game View
Expected result: The Sphere GameObjects color stays green
Actual result: The left Sphere GameObject color changes to yellow
Reproducible with: 2021.3.0f1, 2021.3.16f1
Not Reproducible with: 2020.3.45f1, 2021.3.18f1, 2022.2.6f1, 2023.1.0b3, 2023.2.0a1
Fixed in: 2021.3.17f1
Reproducible on: Intel macOS 13.2
