Unity tried to build ARM64 build when Mono is selected
Steps to reproduce:
1. Open the user's attached project "MonoBug.zip"
2. Switch to Android
3. Built the project
Expected results: Unity will build ARM7 build
Actual results: Unity is trying to build ARM64 even if IL2CPP is not selected
Reproducible with: 2018.4.29f1, 2019.4.15f1, 2020.1.16f1, 2020.2.0b13, 2021.1.0a8
Note: If Mono is selected as a scripting backend Unity should ignore the greyed out Arm64 Checkbox instead it fails the build and tells to switch to IL2CPP
