Unity Hub requires elevated privileges when hubDisableElevate is set to true in the services-config.json file
How to reproduce:
1. Open the services-config.json file (located at C:\ProgramData\Unity\config\services-config.json)
2. Modify it with the code lines provided in the note
3. Install any Editor version via Unity Hub (Installs > Install Editor)
4. Observe the installation of the Editor version
Expected result: Installation proceeds without an elevation (admin rights) request.
Actual result: After the editor download completes, an elevation request appears.
Reproducible with: 3.14.0
Reproduced on: Windows 11
Not reproduced on: No other environment tested
