Unity Editor restart required when switching to any platform from Windows or back to Windows
Steps to reproduce:
1. Create new Unity project using Universal 3D Template
2. Open Build Profiles window
3. Make sure any other module and Windows Module are installed via Unity Hub
4. Switch to Windows
5. Observe the pop-up window in the Editor
6. Switch back to any previous platform
7. Observe the pop-up window in the Editor
Actual results: Pop-up window is thrown which requires to restart Editor "The Unity editor must be restarted for the following settings to take effect: Graphics.Job Mode"
Expected results: No pop-up window is thrown when switching to Windows platform, Editor is not required to be restarted.
Reproducible with versions: 6000.0.23f1
Not reproducible with versions: 6000.0.22f1
Tested on (OS): Linux 202.04, macOS Sonoma 14.5 (Intel), Windows 11
