Reproduction steps:
1. Open the attached Project from "Microsoft.Azure.EventHubs.zip"
Expected result: The project opens up without any compilation errors
Actual result: The project opens up with compilation errors
Reproduces on: 2018.4.0f1
Does not reproduce on: 2017.4.26f1, 2019.1.2f1
Could not test on due to crashing: 2019.2.0a14, 2019.3.0a2
