Unity editor fails to reload AnimatorControllerLayer from AnimatorController.CreateAnimatorControllerAtPath
Steps to reproduce:
1. Open user attached project
2. In the Main scene click on "GetAnim" game object and press "Generate & Save"
3. Open Test.controller in the Animator window and notice that "test" AnimatorControllerLayer is generated, is viewable and functional
4. Close Unity and reopen the project
5. Open the previously saved AnimatorController "Test.controller"
6. View the "test" layer again and notice that it's no longer viewable or functional
