Unity.Tilemap.AnimatedTiles are out of sync
How to reproduce:
1. Open the “IN-78763.zip“ project
2. Open the “SampleScene”
3. Enter the Play Mode
4. Move along a grid with arrow keys and place tiles with the Enter key
5. Place more than one tile
6. Observe the Game view
Expected results: All placed tiles have a synced animation
Actual results: All placed tiles have unsynced animations
Reproducible in: 4.0.2 (2023.2.0a1, 6000.0.8f1)
Not reproducible in: 4.0.2 (2021.3.39f1, 2022.3.34f1, 2023.1.0a26, 2023.1.0b1)
Reproduced on: Windows 11 Pro (23H2)
Not reproduced on: No other environment tested
