Undefined behavior on DispatchRays renderpass with invalid RTHandle config

*Steps to reproduce:*

1. Checkout [linusja-unity/UniSTIR: Unity ReSTIR Example (WIP)|https://github.com/linusja-unity/UniSTIR

2. Set enableRandomWrite to false in "RayTracingPostProcessingRenderingFeature.cs" 

3. Notice nothing is displayed and no error in log

Ray tracing is not generated

Expect an error or something similar to how compute shader dispatch does
