Unable to move Editor windows between monitors when a window dimension is higher than monitor dimension
Steps to reproduce:
1. Create a new project
2. Undock a window(e.g. Scene view)
3. Increase the width of the window to be higher than the secondary monitor height
4. Attempt to move window into the other monitor by dragging the full bar
Expected result: window is moved to the other monitor
Actual result: window gets stuck in between screens
Reproduced on 5.5.3p4, 5.6.1p1, 2017.1.0b6
Notes:
-Dragging the window by it's tab is fine
-Dragging a vertically too long screen makes go through but it's top half gets stuck above the screen
-Easiest way to reproduce this is to have a monitor in portrait mode

Resolution Note:
this is a limitation on the OS and the handling of multiple resolution. the 'workaround' is to shrink the window to move.
