"Unable to load the icon: 'Test'." error is thrown when opening an EditorWindow derived from SceneView in 2019.4
How to reproduce:
1. Open the attached "CustomSceneView.zip" project
2. Open the "SampleScene" Scene
3. Go to Bug -> Open Window
4. Observe the Console log
Expected result: No errors in the Console
Actual result: "Unable to load the icon: 'Test'." error in the Console
Reproducible with: 2019.4.27f1
Not reproducible with: 2018.4.34f1, 2020.3.10f1, 2021.1.8f1, 2021.2.0a17
Note:
- EditorWindowTitle attribute is accessible in 2020.3 and above, while it's not in 2019.4 (fixes the issue)

Resolution Note:
The Unity version 2019.4 is approaching the end of support and cannot receive any new APIs or features through backports. The bug in question has already been resolved in Unity 2020.3 and later.
