[Addressables] Unable to load runtime data when executing Test Runner with PlayerPrefs.DeleteAll()
How to reproduce:
1. Open the user's attached project "Addressables Error.zip"
2. In the Test Runner window double-click "ClearPlayerPrefsInUnitySetup" (accessible through Window > General > Test Runner)
3. Observe the Console window
Expected result: Test runs without errors
Actual result: "Unable to load runtime data" error occurs
Reproducible with: 1.18.19 (2019.4.48f1, 2020.3.33f1), 1.19.19 (2019.4.48f1, 2020.3.33f1, 2021.2.19f1, 2021.3.1f1, 2022.1.0b16, 2022.2.0a10)
