UIToolkit ScrollView element speed is unaffected by Scroll Deceleration Rate when the element is about to completely stop
Reproduction steps:
1. Open the attached “BugRepro” project
2. Open the “Assets/Scenes/SampleScene“ Scene
3. Open the Simulator window (Window > General > Device Simulator)
4. Enter The Play Mode
5. Scroll and release the ScrollView element
6. Observe ScrollView element speed when it is about to completely stop
Expected result: The speed is affected by the selected Scroll Deceleration Rate
Actual result: The speed is hardcoded and is not affected by the Scroll Deceleration Rate
Reproducible with: 2021.3.34f1, 2022.3.17f1, 2023.2.4f1, 2023.3.0b1

Not reproducible on: No other environment tested
