[UIToolkit] Hover state flickers when having more then one UI documents and Scale Mode is set to constant pixel or physical size
How to reproduce:
1. Open attached project "BugTest.zip"
2. Open the "HoverBug" scene.
3. Enter Playmode
4. Hover with the mouse over row "B"
Expected result: B row flickers
Actual result: B row does not flicker
Reproducible with - 1.0.0-preview.14 (2020.2.4f1)
Not reproducible with - 2018.4 & 2019.4 (package not supported), 2021.1 & 2021.2 (package not supported yet)
