[UIR][Android][UI Toolkit] Image is not rendered in the application when using device with Android 5 OS
Reproduction steps:
1. Open the attached Unity project "Test Solo UI.zip"
2. Go to File > Build Settings and switch to Android Platform
3. Build and install the application on a device
4. Observe the image in the application
Expected result: Image is rendered in the application
Actual result: The white square is rendered in the application
Reproducible with: Built-in (2021.3.1f1)
Not reproducible with: Built-in (2022.1.0b6, 2022.1.0f1, 2022.2.0a11)
Could not test with: 2019.4.38f1 (UI Toolkit was not introduced yet), 2020.3.33f1 (Project breaks after downgrade), 2022.1.0b5 (Application crashes on a device)
Reproduces with these devices:

This is a useful bug to backport fixed into LTS 2021.3, since 2022 is still very new version of unity, and this bug makes it not production ready
