[UIElements] Text is overlapping over other elements
Reproduction steps:
1. Open "UIElements Text overlapping.zip" project
2. See window "TextOverlapping"
Expected Result: Text doesn't overlap
Actual Result: Text is overlapping over other elements (See TextOverlapping.PNG)
Reproduced with: 2019.3.0a4, 2019.2.0b4, 2019.1.4f1, 2019.1.0b1, 2019.1.0a10, 2019.1.0a9, 2019.1.0a8
Did not reproduce on: 2019.1.0a7, 2019.1.0a5, 2018.4.1f1, 2017.4.27f1 (UIElements are only from 2019.1.0a8)

Resolution Note (2019.2.X):
The labels themselves have "overflow: visible". This was decided to avoid nested clipping situations which are more costly to evaluate. Labels are usually contained in another element which has "overflow: hidden" (e.g., TextFields).
If the user really wants labels without any overflowing text, he can set "overflow: hidden" manually.
