[UIElements Runtime] Setting an image with UIElements Hover state added to a class doesn't set the image
Reproduction steps:
1. Open "UnityPhysicsExamples.zip" project and "Shop" scene
2. Enter Play mode
3. Hover over UI objects
Expected Result: Images change when hovered
Actual Result: Images don't change
Reproduced with: 2020.1.0a3, 2019.3.0b2
Could not reproduce on, because package doesn't exist on: 2019.2.4f1, 2019.1.14f1, 2018.4.8f1, 2017.4.32f1
